Private-sector stakeholders discuss the draft CBD geotechnical guidance tools during consultation at MG Cocomo Resort.

Government authorities, technical professionals and private-sector stakeholders took part in presentations and consultations on the Port Vila CBD geotechnical assessment and draft guidance tools during August 2026. The private-sector session on 19 August at MG Cocomo Resort brought together businesses, property owners, developers, engineers and builders.

The consultation covered the draft Geotechnical Guidance Handbook and Geotechnical Hazard Portal. These tools are intended to help inform planning, site-specific investigations, building design and construction. They were presented as consultation versions, with stakeholder feedback sought before finalisation.

Alongside the technical presentations, the session provided an opportunity to ask questions and discuss practical issues facing those investing in and helping rebuild the CBD. DUAP’s Project Management Unit, working with Port Vila City Council, highlighted the importance of listening to the private sector and maintaining regular communication as the rebuild progresses.

The Department of Urban Affairs and Planning (DUAP) and Port Vila City Council (PVCC) jointly hosted the consultations. Technical specialists from Tonkin + Taylor presented the findings and discussed how the proposed guidance could support future planning, site investigations, building design and construction.

The assessment followed the December 2024 earthquake and improved understanding of how ground conditions vary across the CBD. It considered ground shaking, liquefaction, slope instability and fault-related ground movement.

The draft guidance provides an initial indication of ground conditions and potential hazards. It does not classify individual properties as simply safe or unsafe, and a mapped hazard area does not automatically prevent development. Site-specific investigation and qualified technical advice remain essential.

Participants asked questions and provided feedback to help refine the guidance. At the time of the consultations, the materials remained in draft form and were not intended for operational use.

The assessment and consultation process were funded by New Zealand’s Ministry of Foreign Affairs and Trade (MFAT), with Tonkin + Taylor undertaking the work and Egis Limited providing structural engineering input.

DUAP’s Project Management Unit supported coordination as part of the wider CBD earthquake recovery and rebuild programme. PVCC retains its statutory planning and development control responsibilities within Port Vila.
