UN Women is supporting DUAP’s planned safety and access audit of Port Vila Central Market and the surrounding Market Precinct to inform redevelopment.

The Government of Vanuatu launched the Port Vila Central Business District (CBD) Vision and Concept Plan during the July 2025 Independence celebrations, setting a shared direction for rebuilding the capital following the December 2024 earthquake.

Developed under the leadership of the Department of Urban Affairs and Planning (DUAP) and Port Vila City Council (PVCC), with technical support from the World Bank, the Plan brings together priorities for safer streets, accessible public spaces, improved infrastructure and a greener city centre.

Public consultation helped shape the Plan, alongside engagement with government agencies, businesses and development partners. The Vanuatu Chamber of Commerce and Industry supported awareness and consultation with the business community.

The Plan considers how different parts of the CBD can work together, including commercial areas, markets, waterfront spaces and pedestrian and transport connections. It provides a framework for addressing longstanding urban challenges as well as earthquake damage.

The Plan provides a common reference for government agencies, development partners, businesses and property owners as rebuilding progresses.
